The Governor and Clerking Service are a dedicated, professional team with many years experience and knowledge of supporting school governance.  Initially supporting and specialising in the Local Authority maintained schools, the team has been developed to work across all sectors including Academy and Free Schools.  The team recognise that whilst the legal status and the associated legislation may differ between a maintained school and an academy or free school, governance is governance and the issues and challenges faced remain the same.  For this reason ESGCS remains dedicated to providing volunteer governors and their clerk to governors, high quality, professional and timely training, development and support.

Nationally the education sector and specifically governance has seen unprecedented levels of change in recent years. Our local, experienced and skilled team understand the national expectations and monitor the shifting challenges faced by governors as volunteers and their clerk. Responding with effective and time saving solutions that support and develop individual governors, clerks and governing boards in meeting the increasing demand for high-quality Leadership and Management.


The Team

Jessica Stubbings – Senior Manager, Partnerships and Governance

Jessica took over responsibility for governor services in September 2017, alongside responsibility for place planning and partnerships between schools. Jessica has worked for the Council since August 2008 in a number of roles including leading on the Raising of the Participation Age and 14-19 education.

Jessica oversees the delivery of all our services to governors and clerks, ensuring that we continue to provide a high quality, responsive and relevant service. Jessica also has a particular focus on partnerships between schools, setting up Interim Executive Boards and Shadow Governing Boards.

Clare Cornford- Project Officer

Clare joined the team in 2010, following a previous role in the Council supporting schools to deliver PE and school sport effectively.  Clare leads on our work with the east sussex governors forum, co-ordinates the local area forums, leads on governor recruitment and provides advice and support to governors. 

Samuel Leonard – Business Administration Apprentice

Samuel joined the Governor and Clerking Service in 2019 as a business administration apprentice. Samuel works alongside Clare helping to support and assist clerks and governors to manage governing board memberships on Governors Online.

Samuel also assists the team by processing any local authority governor applications.

The team sit within the Standard and Learning Effectiveness Service and we work closely with colleagues in the wider service to ensure we provide effective, joined up support to schools and governors.
